Firearms Licensing and Permits


NOTICE: The Roselle Police Department recommends that all applicants familiarize themselves with applicable laws pertaining to the purchasing, transportation, storage and possession of firearms within the State of New Jersey. The Roselle Police Department also highly recommends that all applicants familiarize themselves with proper firearms safety practices; including proper handling, transporting, loading/ unloading, cleaning and storage of firearms.

 

**---The falsification of information on any of the applications for firearms permits is a violation of N.J.S. 2C:39-10c and is a crime of the third degree. Any falsification may result in criminal charges against you. --*

 

*** READ EACH SECTION FULLY & COMPLETELY, PRIOR TO THE FILLING OUT OF ANY APPLICATIONS OR ASSOCIATED FORMS/ PAPERWORK ***

 

1. GENERAL INFORMATION PERTAINING TO FIREARMS LICENSING

 

  • ALL APPLICANTS MUST BE RESIDENTS OF THE BOROUGH OF ROSELLE.
      • A current New Jersey Driver’s License or New Jersey Identification Card showing residency within the Borough of Roselle must be presented upon submission of applications.
  • All applicants must be over the age of eighteen (18).
  • All applicants who also wish to apply for a State of New Jersey Permit to Purchase a Handgun must be at least twenty-one years of age (21).
  • In order to purchase a rifle, shotgun and/or ammunition within the State of New Jersey, you must acquire a State of New Jersey Firearms Purchaser Identification Card.
  • In order to purchase a handgun within the State of New Jersey, you must acquire a State of New Jersey Firearms Purchaser Identification Card AND a State of New Jersey Permit to Purchase a Handgun. (These may be applied for simultaneously if you do not possess either. Should you already possess a NJ State Firearms Purchaser Identification Card, you need only apply for the permit to purchase.)
  • If you do not already possess a State of New Jersey Firearms Purchaser Identification Card; you must be fingerprinted and you must report, in person, to the Roselle Police Department-Records Bureau, located at 210 Chestnut Street, Roselle, NJ 07203 during regular hours of operation; Monday through Friday between the hours of 9:00 a.m. & 4:30 p.m., to obtain the required form.
      • Then proceed to Section: First Time Applicants for further instruction.
  • BE ADVISED THAT ALL APPLICANTS ARE SUBJECT TO A STATE AND FEDERAL BACKGROUND CHECK WHICH INCLUDES THE SUBMISSION OF YOUR FINGERPRINTS AND CONSENT TO A MENTAL HEALTH BACKGROUND CHECK.
  • The Roselle Police Department relies on other State and Federal agencies to complete a thorough background investigation of every applicant. Please allow a minimum of twelve (12) to fourteen (14) weeks to process any and all firearms applications.
  • You MAY NOT submit applications on anyone else’s behalf under any circumstances.

 

 

2. FIRST TIME APPLICANTS FOR FIREARMS PURCHASER IDENTIFICATION CARDS

 

  • If you do not already possess a State of New Jersey Firearms Purchaser Identification Card; you must be fingerprinted.  You must report, in person, to the Roselle Police Department- Records Bureau, located at 210 Chestnut Street, Roselle, NJ 07203 during regular hours of operation; Monday through Friday between the hours of 9:00 a.m. & 4:30 p.m., to obtain the required form.
      • This is to be completed prior to the submission of any applications.
  • AFTER you have been fingerprinted you must submit, in person, to the Roselle Police Department Records Bureau the following:
    • State of New Jersey Application for Firearms Purchaser Identification Card and/or Handgun Purchase Permit.  (Form- S.T.S. 033)
    • State of New Jersey Consent for Mental Health Records Search. (Form- S.P. 66)
      • When filling out the pertinent forms, consider the following:
        • All Addresses must be complete with house number, street (P.O. Box), town, state & zip code
  • Height shall be in feet & inches.
  • Indicate Race with Asian, Black, American Indian or White.
  • Applicant’s two references in Box (29) of Form S.T.S. 033 cannot be relatives of the applicant.
  • Boxes (14) & (15) of Form S.T.S. 033 do not apply to first time applicants and should be left blank.
  • On Form- S.P. 66, do not fill out the lines titled “Investigating Police Department”, “Witness (Print Name)” and the “Date” below “Witness Signature”
      • Print the completed forms.  Do not sign or date them.  This will be done in the presence of Roselle Police Department personnel upon submitting the required forms; along with the production of proper identification as outlined in the General Information section.
    • Fees:
      • Initial Firearms Identification Card: $5.00.
      • Handgun Permits- $2.00 each.
      • Roselle Police Department accepts payment by Money Order Only made payable to the “Borough of Roselle”.  *** These fees may be combined and placed on one Money Order***

 

To summarize:  After being fingerprinted, the applicant will respond, in person, to the Roselle Police Department- Records Bureau during their hours of operation with fully completed and printed forms, valid identification and Money Order for processing fees.

  • *** Any applications that are filled out incorrectly, incomplete, illegible, damaged and/or stained will NOT be accepted and returned to the applicant. ***

 

3. SUBSEQUENT/ SECONDARY APPLICANTS FOR DUPLICATE ID CARDS AND/OR PERMITS TO PURCHASE HANDGUNS

 

  • If you already possess a State of New Jersey Firearms Purchaser Identification Card and wish to apply for Permits to Purchase Handguns or make any changes to your current Firearms Identification Card (i.e. change of address, lost or stolen cards, mutilated cards, change of name and/or change of sex), you MUST complete an online Criminal History Record Inquiry ($20.00 fee, paid upon completion of Online Form).
    • You will need the following to properly complete this form:
      • ORI Number – NJ0201400
      • SBI Number- This is the number on the front of your Firearms ID Card.
      • Reason for Filing Request- “N.J.S. 2C:58-3. Purchase of Firearms”
    • This should be completed a few days, or on the day, prior to the submission of your application.
      • Too long of a time gap between completion of a Criminal History request and submission of your application may result in the need for another Criminal History Record Inquiry.
  • AFTER you have completed the Online 212A form, you will be given a confirmation number.  Please provide that number upon submission of the following, in person, at the Roselle Police Department-Records Bureau, located at 210 Chestnut Street, Roselle, NJ 07203, during regular hours of operation; Monday through Friday between the hours of 9:00 a.m. & 4:30 p.m. :
    • State of New Jersey Application for Firearms Purchaser Identification Card and/or Handgun Purchase Permit.  (Form- S.T.S. 033)
    • State of New Jersey Consent for Mental Health Records Search. Form S.P. 66

      • There is no fee for duplicate ID cards.

 

To summarize: In short time, after completing an Online Criminal History Record Inquiry, the applicant will respond, in person, to the Roselle Police Department Records Bureau during their hours of operation with fully completed and printed forms, Online Criminal History confirmation number, valid identification and Money Order for processing fees.

4. LINKS
